Judge, Mercer County Common Pleas Court

Jeffrey R. Ingraham is the fifth judge of the General Division of the Mercer County Common Pleas Court having served since January of 1991. Prior to that appointment, he had served 13 years as Mercer County Assistant Prosecuting Attorney since his appointment in January of 1978. He held the office of Celina City Solicitor (known as Law Director) from 1975 to 1977. He received his Bachelor of Arts degree from Wittenberg University in 1972 and his juris doctorate from Ohio Northern University Petit College of Law in 1975, and after passing the bar exam that year, entered the private practice of law until his appointment to the bench.

Judge Ingraham has been a leader and participant in many statewide, law-related activities, serving as co-chair of the Supreme Court of Ohio Domestic Violence task Force from 1995 to 1997; co-chair the Center for Prevention of Family and Community Violence Advisory Council from 1999 to 2000; a member of the Domestic Violence Advisory Committee beginning in 2017; a member of the Ohio State Bar Association’s Bench-Bar Planning Committee from 1992 to 1994, and the facilitator for the Bench-Bar Conferences in 1994, 1997, and 2000; a Curriculum Planner and Presenter for Judicial Education Courses for the Ohio Judicial College; and a Mediator of Conflict Resolution for Government Officials Program (formerly GAP).

During his tenure on the bench, Judge Ingraham helped create and implement one of the first parenting programs judicially required for parties with children seeking to terminate their marriage through divorce or dissolution or otherwise seeking changes in parental rights and responsibilities. More recently, he helped develop the Mercer County Drug Court Program in conjunction with Foundations Behavioral Health Services.

Judge Ingraham is a member to a number of professional organizations, including the American Bar Association, Ohio State Bar Association, Mercer County Bar Association, Ohio Bar Foundation, Ohio Common Pleas Judges’ Association, Ohio Association of Domestic Relations Judges and Magistrates, Ohio Community Corrections Advisory Board, Ohio Jury Management Association, American Judges Association, and American Judicature Society.

Judge Ingraham has also been active in various community efforts, including the establishment of the Celina Rotary Club in 1980, serving as its charter president; a member of the Lake Festival planning committee member in the 1980’s; the Community Improvement Corporation of Celina in the 1980’s when the revolving loan fund was established for the purpose of supporting economic development and retention.

Judge Ingraham and his wife, Susie, free-lance court reporter with Midwest Professional Court Reporting, are active members of their local church. Their two children, Elizabeth and Emily, with their husbands Mike and Keith, have provided them with seven grandchildren.
